air fare entitlement for A&N islands on LTC Bharath darsan

sir,
My colleague has programmed to visit Portblair in A&N islands during june 2012 on LTC Bharat Darsan,He want to know weather catagory II officers are entitled for air journey on LTC Bharat Darsan.If admn clarifyit, it will be helpful to him.
I could not get earlier circular issued in this regard at Regional Office Chennai.

For A&N Islands no specific benefit is presently available. Benefits are only applicable to NE and J&K
However, non-entitled employees can travel by Air (Private or Air India) on LTC and claim reimbursement of Rail/Steamer Fare in view of Circular No. EP-10-2007-01 (01.01.2007), EP-10-2007-18 (01.08.2007) & EP-10-2010-09 (05.03.2010) all of which are available in the official FCI website.

In probation period LTC OR LTC HOME TOWN IS APPLICABLE OR NOT?

LTC benefit is available after completion of one year of service.
