    This is ragrding Medical Health Scheme benefit in existence for the retired employee's of FCI. An amount of Rs.10,000 or one month basic pay+DA, which ever higher is being recovered from the employees before their supernnauation towards subscription for Medical Health Scheme to extend benefit of reimbursement / direct payment for indoor treatment after retirment.
    Eventhough the subscription is being recovered at different rates depending on the last pay drawn i.e., ranging from 10,000 to 40,000 in the present scales, the reibursement being extended is the same for all the retirees i.e., 1,00,000 irrespective of the subscription recovered. It is not understood the reasonableness behind recovering subscription at different rates and extending benefit equally.
    In my view instead of allowing the reimbursemt of 1,00,000 for all employees , it shall be more reasonable if the reimbursemt is 10 times of the subscription of the employee in other words if the subscription recovered is 20,000 the reimbursemt should be 2,00,000 per year and if it is 30,000 per year it should be 3,00,000 instead of present flat rate for all the employees as is being followed now.
    I request FCIOA to examine and if found point please take up with the Management for the welfare of retired employees

    The Medical Scheme for Retired employees is presently run on the principles of socialistist contributory benefit where the assumption is that the fund provided by all would be utilised to provide benefit for the actual requirements as and when they arise and not everyone would be claiming benefit simultaniously and that the newer employees would fund the needs of earlier retirees.

    The amount to be paid to the fund has been fixed as per the paying capacity of the employees.

    The deductions presently are made in two types. For employees who have joined FCI before 1999 it is optional and is equal to Rs. 10000 or last Basic and DA drawn. For employees joining after 1999 it is mandatory and deducted at a fixed amount every month (Rs.100 in most cases) from the first month of joining itself.

    Even the post 1999 appointees can raise similar issues stating that when pre 1999 employees are required to pay only their last Basic & DA after completing their service life, that too on optional basis, they are being forced to mandatorily pay right from the very first month of joining, even though the scheme may not be in existence when they retire. They can also claim that most of the existing retired employees are taking benefit far higher than the amount they deposit and in effect, the scheme is being financed by the post 1999 recruitees.

    The reimbursement of medical expenditure to the retired employees is not provided as a right but as a benefit, otherwise, the benefit would have to be restricted to the value of their contribution plus interest earned thereon, after deducting the amount already claimed as reimbursement earlier.

    recently a circular has been issued from HQ that fourthwith no reiumbursement
    is entertained at the place of retirement in view of the fact that officer had taken home town LTC at the time of retirement for his nativ place,thus the same can be reiumbursed from home town district only.
    in this connection i am to make yr attention on following facts:-
    1.mostly employees own their new home at POD by taking loan from fci/bank.
    2.they have lien to parents at home district during 40 years fci service.
    3.they never posted to home town thus service records are not available in that district
    4.controlling district find inability in entertaing bills in absence of H/C.
    5. myself retired from RO lko and was getting bills passed for the last 2 years for live saving desease to me and my spouse RS.12000/ a year as fci recovered one month salary at the time of retirement.
    6.some rectification is needed in modifieng the circular i.e date of commencement for those who arte retired after issue of otherwise no one could have taken home town ltc at that time.

    there is a difference between "hometown LTC" and transfer benefit on retirement on account of travel fare and of shifting of personal belonging etc. LTC is for temporary to and fro visit only whereas transfer is for permanent oneway travel. if someone has taken transfer grant at the time of retirement claming that he has shifted to his hometown after retirement how can he also claim that he is continuing to stay at his place of posting?

    1.Under medical health scheme, retired employees are entitled for Rs.100000/- per year and in case of OPD for serious diseases this amount is restricted to Rs.12000 per year, I would like to know
    a) that in case employee had not claimed OPD, how much amount he would be entitled./paid in a year for Indoor treatment, whether it would be Rs. one lac or Rs.88000/-

    2. In case employee does not claim any amount in Ist year, how much amount he would be entitled n 2nd year a) for Indoor treatment, b)for OPD treatment
    c) for Indoor treatment in case he does not claim any amount for OPD in 2nd year also.
    3. Entitled for room charges(General/Private/Semi Private ward for Manager(TG) if Basic pay on date of retirement was more than Rs.30000/-
    4. pakcage charges for cataract/gllaucomaa operation(Olperation charges+ Lens charges+room rent)

    under the scheme OPD benefit is available for seven specified diseases requiring prolonged treatment. so under normal circumstances a person suffering from such prolonged diseases would be lodging claims every year.
    someone who has not claimed any OPD can claim upto Rs. 1 lakh in a year and Rs. 1.50 lakhs if he has not claimed anything in the immediate preceeding year but has been a member of the scheme for more than one year.
    admissibility are generally guided by CGHS rates.

    Under Medical Health scheme for retired employees, What will be position under medical health scheme, employees are entitled for Rs.100000/-a) for OPD Rs.12000/- Rs.88000/- for Indoor in ist year and Rs.150000/- in 2nd year if he had not availed any amount in the previous year:

    What will be position in the 4th year for Indoor treatment if:
    a)employee had not availed any amount for OPD/indoor treatment in 3rd year
    b)any amount on OPD in 4th year
    Please also clarify if this facility is a continuous process as is in the case of Ist year and 2nd year (i..Rs.1 lac and Rs.150 lac if no claim is preferred in first year.

    In reply to my quarry, it has been replied that there are only seven specified diseases requiring prolonged treatmentBut in circular EP-12-2010-34 dt. 20.12.10 a list 13 diseases had been shown for prolong treatment.I understand hypretension & someother diseases had also been increased under this category. .
    1. Heart 2. diabetes, 3 Cancer, 4 Paralysis, 5. Haemolytic disorder
    6. Thyroid. 7. Kidney 8. Epilepsy 9. T.B. 10. Rabbis

    11. Peptic Ulcer 12. Polio 13. Lweprosy

    Circular EP-12-2010-34 is applicable for OPD treatment of IN-SERVICE Cat III/IV IDA employees.
    It DOES NOT deal with Medical Scheme applicable for retired employees.

    Please clarify names of diseases which require prolog treatment and whet her the retired executives can obtain/issue certificate of prolong diseases for OPD treatment from Medical officers of the FCI and also from the Doctors of Empanelled Hospitals for retired executives.
    2.After obtainiong certificates, the bills would be verified by the authorised medical attendent/Doctors of empanelled hospital and paymentys will be made by the Area Manager concerned no countersignature is reauired from Medical Officer of the FCI beforfe payment.
    The amount for reimbursement is restricted on the basis of Rs.1000/- per month payment or it is restricted only to Rs.12000/- and it is not to be spread aover to one year compulsory.

    Please clarify:
    2. Retired FCI empeloyees are entitled for: 1. Rs.100000/medical reimbursement under PD/OPD in financial year
    a) if an employee get Rs. 6000/- for OPD treatment in financial year, how much he will get for IPD in same financial year:
    Rs.94000/- or Rs.88000/-, Area Managers are paying only Rs.88000/- on the presumption that balance Rs.6000/- has lapsed.

    2. If an employee does not get any amount for OPD/IPD in financuial year 2010-2011, please clarify:
    a) Entitled amount in financial year 2011-2012 = Rs.150000-00
    b) OPD claimed in financial year 2011-12 =Rs. 2000/-

    c) Amount spent on Indor treatmenmt in 2011-12 = Rs.148000-00
    Please clareify how much will be his/her entitlement. Whether it would be Rs.148000=00 or something else.
    Please clarify with replies to quaries to ED(North), GM(Regions) amd Area Manager in Punjab, as they are not interrupting it corrdctly resulting in potential loss to retired employees and are paying only Rs.88000-00

    This forum is run by the Association. It does not have administrative authority to issue directions to any authority.

    The circulars issued from time to time in this regard are quite clear.

    A prolonged disease, by its very nature requires continuous treatment. If a person has claimed OPD for one year, then not claimed for next year, then again claimed for next year, the "prolonged nature" of the disease would automatically come under question.

    Again IPD benefits are expected to be claimed once in a few years. If a person is claiming IPD benefit every year then the genuineness of the claims come under question.

    1.If no amt for old treatment had been taken in FIN.yr 2015-16 & 2016-17, fci will pay only Rs.1.50 lacs for old treatment as of now.u have to take dtls from empanelled hospital & after submitted dtls in FCI Distt.office which had issued med.card obtain letter in name of hospital they will admit it spouse for cashless payment uptp Rs.1.50 lacs I will pay over and above amt.on this site there is one more dtls.for more amt.u try to read that.

    Dear Sir, Thank you for the reply. My wife is admitted in Hinduja Mumbai. I find that it is not in the list of empanelled hospitals, so I will need to apply for the reimbursement. What details do I need to take from the hospitals at the time of discharge in addition to the detailed bill? Is there any FCI form which needs to be completed by the hospital?
