    Thanks to the efforts of the Management and all concerned, the promotional quota for Cat.I posts of FCI has been enhanced from 66.67% to 75% at all levels with corresponding reduction in the quota of direct recruitment. The necessary notification for amendment to the Staff Regulations has also been issued. This would open up several posts for promotion which were earlier ear-marked for direct recruitment.

    This development would benefit all existing employees, and particularly those recruited as Management Trainees.

    Thanks for the improvement in the promotional quota to the extent of 8.33%. Whether this improvement will benefit all the stagnated officers in functional as well as the staff cadre officers?. This would also leave the problem of stagnation unsolved like the earlier schemes such as selection grade, career progression schemes since those schemes are vacancy based. These vacancy based schemes will benefit only the officers at top of the seniority to the extent of vacancies in the respective cadres. The officers with same length of service would be denied of the promotion under the context of non existence of vacancies. Any Promotinal schemes should be based on the length of service. Moreover the staff cadres are stagnated much which are not given importance eitrher by the organisation or the Associations as these cadres are of very minimum in strength and the vioces of minorities wouldn't be echoed to the concerned. Only scheme which is time based would benefit all without discriminating the cadres.May I request the FCIOA to explore the possibilities of getting the assured carrier progression scheme which is in force for the central government employees.
