    As per the draft proposal communicated there seems to be no benefit for the service rendered in the stagnated post. In particular the engineering cadre posts there was a stagnation at the entry level post for about quarter century up to the introduction of the FCI's carrier progression scheme. Even after August 2000 the Junior Engineers were stagnated up to December 2003 with the service of 23 years. If the ACP modified with proper designation & notional fixation of pay at 10,20,30 years and payment w.e.f 01.01.2007, the treatment of uniformity and the real benefit of ACP can be riped by all the sections of staff & officers. For this there is an example, ie as per the court verdicts the manager (Engg) were promoted to the post of Assistant General Manager (Engg) post with effect from 2003 with notional fixation of pay and the benefits from the date of assumption. The ACP to central govt employees was introduced during the last pay commission report itself and have benifitted for the last one and a half decades. In FCI only the scheme is being delayed for one reason or other. The Junior Engineers joined during the year 1980 and 1981 were got promotion only during the year 2003 without even the selection grade due to insufficient sanction of manager post in the respective branches all over the country and in particular the south and east zones. At least the ACP may give satisfaction to some extend if it has been approved with appropriate designation also. This can be achieved only by the collective bargaining by the Trade Unions and Associations. whether can we expect a better bargaining?.

    I AGREE WITH THE CONCEPT. IN DEPOT CADRE ALSO EMPLOYEES GOT PROMOTED FOR MANAGER IN 2000 THAT IS AFTER RENDERING 30 YEARS SERVICE IN CLERICAL CADER WHILE JUNIORS WHO JOINE D AS PA,S OR MENISTERIAL RAISED TO AGM BUT DEPOT CADER PEOPLE RETIRED AS MANAGER AFTER RENDERING HONEST SERVICE TO THE CORPORATION EVEN GRATUTES JOIND DIRECTLY PROMPTED TO AGMS POST IN 7-8 YEAR SERVICE AND EXPERIENCE HANDS ARE WORKING UNDER THEM IT IS IRONY AND NEED DEEP DOSCOSSION FROM ALL CPRNERS. IN SIMILAR CIRCUMSTANCES G O I DECIDED INTERVIEWS OF REIRED PEOPLE IN GSI TO BENEFIT PAY ANOMPLIES AGAINST JUNIORS RETIRED UNPROMOTED TILL RETIREMENT DUE TO BAD AND ISOLATED POLICY.RCS LKO

    With respect to Depot Cadre, if a person joined as AG-III depot and got promoted as Manager in 30 years, he has got 3 promotions in 30 years, first - AG.III to AG.II, second - AG.II to AG.I and third - AG.I to Manager.
    The ACP scheme also only guarantee three progression in 30 years. So, the person has already got what is provided in the ACP scheme. It is therefore not clear what additional benefits would accrue to that person by implementation of ACP.
