    Sir,

    Fringe benefit of 40% has been approved for FCI officers (IDA Scale) in which 10% conveyance has been approved for normal person and 25% for Handicap person. But in both the cases the same is restricted upto 40% only. in either cases, a handicap person will get 40% benefits equal to the other person.

    In erstwhile payroll, Handicap officers were paid just double conveyance payable to normal person i.e. Rs. 800/- was payable to handicap person whereas it was only Rs. 400/- to normal person.

    Even in CDA scale, there is provision of double conveyance for handicap person i.e. 3200 in "X" grade cities.

    I had talk with many people in this regard and they told me that there is no provision for separate conveyance for handicap people in revised IDA pay, but everyone was agree that it is a injustice to handicap people.

    Therefore i request you to arise this issue in appropriate forum, so that handicap person of this Corporation may get their rights.

    As per DPE guidelines, NO ONE can get benefits in excess of 50% of Basic pay. It is not just applicable for FCI, but for all officers in each and every PSU. For FCI, after including LTC, PLI and Medical, the total is already 50%.

    Special privileges already exist in the Income Tax act for allowing additional deductions to such persons.

    It is for the Govt. of India to decide upon the overall quantum of benefit to be provided.
