procedure for payment of medical reimbursement to retired employees Empty Retired employees--welfare

Post by maadhu Mon Aug 13, 2012 7:16 pm

    Hi All.
    Greetings to all members.
    I have joined today .
I am a retired OC Deputy Manager, presently Asst Gnl Manager ,Ithink.
    I retired in 2004.
Is there any programme to take care of retired employees by the assn?
May I suggest a few area?
1.It is a hastle to claim medical benefits for us.
Can the Corpn evolve a scheme of providing smart cards to retd employees by which treatment will be given at enlisted hospitals without much formalities and the bill raised with FCI?
    2. The details of enlisted hospitals are not easily available (though I personally visit FCI website and learn this ,for many without this facility it is a hastle.
3.Many old direct recruits are in dire circumstances. Can this assn take steps to bring a pension scheme even if it entails deposition of their management contribution. This will benefit existing employees too.

The revised guidelines of DPE has specified that any pension scheme would have to be on defined contribution basis and can not be on defined benefit basis. Naturally any contribution can only be during the normal service life and not after retirement. As part of the 2007 wage negotiation process, a defined contribution based Pension scheme has been proposed for FCI employees. However it can only benefit those who were in service on 1.1.2007 or employed thereafter.

Smart Card or anything similar can not be implemented in isolation only for retired employees. Any such measure would have to implemented for both working as well as retired employees. However, as part of the wage revision process of 2007, a new Medical Scheme has been proposed wherein existing employees would contribute part of their salary to subsidise the medical expenditure of retired employees. The scheme also proposes that every retired employee be given an information booklet annually on payment of token annual charge.

I retired in May,2010 from Bathinda(Punjab). My medical identity card was also issued by Area Manager, FCI, Bathinda.

I had not claimed any medical claim/ bill after my retirement and also in financial year 2012-13:

I had taken indoor treatment (IPD) from private hospital in Bathinda
and if I submit a medical bill for Rs.35000/- or less in the office of Area Manager, FCI,Bathinda for reimbursement:

    a) What is the procedure for reimbursement of medical bills for IPD treatment from Private hospital for retired/regular employees?

    b) How my payment will be regulated/reimbursed?

    c) who will make reimbursement of my medical bills.

    d) Can Area Manager, FCI,Bathinda reimburse upto Rs.100000/- or Rs.1.50 lacs as the case may be(if Rs.1 lac is carried forward to next year) to retired employees.

    Please clarify.

    M.L.Gupta,

All bills would be processed by the concerned Area Office, subject to the annual ceilings under the scheme. For a person who has not made any claim in 2011-12, the annual ceiling of IPD for 2012-13 is Rs.1.50 Lakhs.
However, the normal rate restrictions for individual procedures and treatments would apply.

The benefit of OPD is applicable only for specified diseases that need prolonged and regular treatment. So a person availing benefit is expected to lodge claim every year.
As per the scheme in force as of 1.1.2011, the benefit of additional amount was available only if ZERO claim has been made under the scheme in the immediate previous year, OPD and IPD taken together.
