prattib wrote:Most of our colleagues dreamt of retiring with revision of pay and gratuity of cealing of ten lakhs since January of this year. But who are retiring are unhappy due to delay in revision of pay and other benefits. Of course even after they will get their due amount but it is feel of proud of getting lumpsum amount at the time of superannuation.

At least for those who are in IDA, the DPE OM has specified the Gratuity increase to be effective from 1.1.2007.

What is more worrysome is that for CDA employees of FCI, it is linked to the revision of the Payment of Gratuity Act, which could take quite a while and it is not certain that it would be retrospectively effective.

The Hon'ble Minsiter has desired to know whether the DPE circular is applicable for FCI or not.
The Ministry is in the process of submitting a detailed reply to the same.

This is with regard to the fixing of 16k and 20k to the managers in fci.Our board has recommended 20k with a justification of equal pay on par with equal work, comparing the CDA Managers in fci and also the managers rank in cwc, Where the same operations are carried out like fci.Hence we should not accept the 16k and fight for 20k. Also we may give genuiene pressure through mps and other signatories. This is the view of all managers in this district/ region.

Yesterday ,there was a report in Tamil Newspaper that the Hon.Minister is enjoying a sojourn and going after Cricket in London when the country is worried about delayed monsoon and the agriculture is in turmoil, the Hon. Prime Minister had instructed him to return and also caused issue of summon to the Hon Food and Agri. Minister by Fax which he did not care.and had been issuing instructions to the officers from there. Then he had returned to India on 29/30th july. (Dinamalar dt.1,7,09)
Under these circumstance how can and how far we can expect our wage revision favourably from this Hon.Minister. No sign of hope. The case of pensioners and those retiring are pitiable and causing anxiety. The activities of the Officers Association and their hard work at present to achieve the
goal is not known to both the serving and retired executives . Since the hard work done by the office bearers should not go unnoticed as they deserve all praise. I suggest that the day to day happenings at the Ministy level should be publicised and also posted in the website . Suggestion for further course of action also be invited from members.

I feel a delegation of our Association meet the Hon'ble Minister and explain him our plight due to delay in wage revision and bring his notice how most of our sister organisations are enjoying the revised scales and fringe benefits. Most of the employees who have expected a attractive pay slip before their retirement are retiring with frustration. further we are depriving the benefits of fringe benefits since they shall be applicable from the date of actual revision scales without retrospective efffect. I hope our representatives will meet the Hon'ble Minister and convince him for clearing our wage revision file.

we have to pity ourselves. The officers in FCI at present are mostly newly recruited, and newly promoted in bulk .Further, the newly promoted (at Manager level)are still in the grip of trade unions. I feel that there is utter need to unite and bring them under the banner of Officers Association and ensure unity and support without which the present leaders are not able to take any direct action. Therefore please do your mite to gather strength and also advice others accordingly. This is my request in the present deadlock circumstances and no fruitful result is at sight.

ED(P) and CGM(A/cs) met with the Food Secretary on 28th July.
During discussions, it emerged that contrary to earlier notifications relating to 50% merger, the DPE notifications relating to pay revision do not make any specific reference to the peculiar status of FCI and how the financial burden is to be met.
Accordingly, FS directed that reference may be made to DPE in this regard. The Ministry has issued the letter on 30th.
It is understood from our sources that the cabinet note leading to the notification contains the provision that for FCI the financial burden would be met from subsidy.
So let us wait for the official confirmation from the DPE.

It is surprising to know about the confusing observations of the Food Secretary as it leads one to feel that we are talking about a new organisational set up about which the Govt. of India is unaware of. This is not the first pay revision for FCI undoubtedly!

it was understood that DPE has cleared the queries raised by the ministry.
Is it correct? what is the status of the proposal with ministry? how long will it take to get cleared by the ministry?

As per the information available with the association, DPE has indicated that the relevant papers were already forwarded to the then Secretary Food and has provided the concerned letter references. However, no copy of the same were enclosed with the present clarification.

The DPE letter is dated 4th Aug. However, strangely, till Friday 7th evening, the same is yet to be formally received at the Food Ministry and appears to be in transit somewhere.
