    The incentive increment for higher qualification sanctioned is terminated at the instance of getting promotion to the higher post. The incentive is sanctioned to motivate the employees as he has acquired the knowledge through the professional qualification and the acquired knowledge are suppose to be used in his career through out his service in FCI. The employee is not going to stop using of the aquired knowledge on geeting his promotoin. The promtion given to him is not only due to his additional qualification acquired during his service.The promotions are only based on his seniority and the merit of the CR of his performance along with his juniors with less qualification ( the qualification at the time of recruitment ). Being this is the position in almost all the cadre in FCI, the termination of the incentive for the acquired higher qualification is not justified.
    For example employee A , B and C are joining in FCI with Graduation as AG III and with in 5 years B is getting additinal qualification and getting four increments for his higher qualification of MBA and BL acquired through the part time.On completion of 7 yeats all the three getting promotion.Real benefit of promotion enjoyed by the employee A & C whereas the employee B is not getting any benefit of promotion. His promotional and annual increments are adjusted against his incentive and in reality the additional increments earned through his personal effort become the adjusting factor.He is getting the annual increment on absolving all the four additinal increments ie about after three years.
    The promotion is given as out of turn by considering the additional qualiication by overlooking his seniors then it may be of logical. With out which the termination of incentive is illogical. The incentive if it continued as of the incentive for others such as incentive for family planning the employees motivation is in real sprit.

    The scheme was originally copied from GoI. Even the GoI has since dispensed with granting additional increments and gone for one time cash awards.

    Sir,

    Many of the undertakings are reimprsing the tuition fees remitted to the course of study undergone during the sevice in the organisation. Some of the department in GOI are sponsoring the employees/ officers to a particular courses of studies in premier institutions with sponsership fees etc. As told the Govt. of India dispensed the scheme of additional increments and FCI is Sanctioning the same, it will be better if the staff bodies and / or the officer association take up the matter with appropriate authorities to achieve the continuation of the increment even after the promotion, if the promotion is not out of turn or based on the additional qualification alone. Atleast we may make an attempt which may materialise in longer run if the FCIOA consider it as genuine. Already there is a provision to grant study leave to the employees to undergo studies in fulltime course with full pay for about 28 months. If the GOI expenses compared to the salary and allowances for this study leave with the increments for additional qualification undergone by the employee himself is very negligible value. Even it may be less than the interest amount of the study leave pay and allowances.

    The maximum limit of study leave is 24 months. Additional increment policy can not be different for different class of employees, one who have availed study leave and another who have not availed study leave.

    there are several elements that was once available to GoI employees and also made applicable to FCI employees and are still continued even though the GoI employees are no longer eligible for it. This has been possible because of the resistance from the employee bodies. This includes the benefit of 3 year and 6 year increments given to Managers of FCI, which was started on the basis of similar benefits in GoI and continued even after GoI stopped such benefits.

    However, presently the befits of FCI officers can only be guided by DPE guidelines applicable for PSUs. There is no DPE guideline relating to providing additional increment for additional qualification. So any attempt to raise this issue would only result in withdrawal of the benefit for Cat-II & Cat-I officers.
