    Respected Sir,
    I am Prem Shankar Manager(QC). I was posted in FSD Dharamkot in Moga Distt of Punjab region during period of Nov 2011 to Jan 2012. I despatches 4 rice special during my tenure from Dec 2011 to Jan 2012. I also conducted MIR during DEC 2011 and the average moisture content in MIR of the 30% stocks was 12.91%, and when i dispatched stock during Jan 2012, I recorded core and peripheral moisture and the average of core and peripheri was 12.28%. Because there was about 0.5 to 1% difference between core and peripheri of the stack which cause reduction in average moisture content. The storage loss for that period was 0.743%. A regional committee comprising DGM(QC), DGM(F/A) and DGM(Vig)issued chargesheet for abnormal storage loss and they include technical satff also by making statement that " when The MCI of the 6 stacks dispatched during Jan 2012 was compared to the MIR of the relevent period of 20 Dec 2011 it was noticed that MCI was recorded on lower side to benefit the depot staff as the average MC recorded in MIR is 12.91% and the average MCI is 12.28%."
    The allegation of manipulating MCI is totaly baseless as the MCI and MC recorded in MIR are not comparable, because during monthly inspection we have to record only peripheral MC and at the time of issue we have to record core and peripheral Moisture and also we have to give more weightage to the core moisture as the core comprise more stock then peripheri.
    Now i am requesting to my seniors particularly from tehcnical cadre to clarify that to compare the MCI with the MC recorded in MIR is justifiable or not and is it justifiable to issue chargsheet when MCI and MC in MIR is not same.
