Scale Upgradation demand
Sir, please clarify the status of scale upgradation demand. whether it is pending with ministry or with FCI.

Sir,
It is a long back story that FCI is asking for pay upgradation of Manager and above. But we are still not getting any positive response from Ministry apart from approval of this proposal from BOD , FCI.
It is a matter of concern that current Pay scale of BP of Rs 20600/- does'nt match with the designation given ( Asstt General Manager) as compared to the CWC and other Top rated PSU.
If any body share the current status of this proposal and what approach we are now required to reach our demand accepted in all aspect.

I heard that the file was cleared by the ministry of food, but don't know how far it is correct.

why officers association is not publishing the proposal of pay upgradation putforth to BoD is anything wrong or something is hidden. why FCIOA is so lethargic in getting its cadres informed. Office bearers are requested to comment over this

any agenda placed with the BoD is confidential and is not available for general access.
copy of agenda becomes available only when final decision is taken by the Board (either yes or no).

I came to know that some of the PSUs are revising the pay scale w.e.f. 2012. This may be applicable to all PSUs including FCI.
Any Information in this regard may kindly be shared with everyone on this forum.

this is very sorry state of affair that CWC which is called sister concern of FCI is able to corner all the benefits of pay revision, pay upgradation and cafeteria and we are not able to do anything shame on us.

benefit of pay revision and cafeteria based fringe benefit have been equally given to CWC & FCI executives.
the disparity of scales is a legacy of 1992. it happened in 1992 because our FCI officers then were not vigilant enough. in fact in 1992 there was no officers association. it also happened because then all officers were in CDA and did not bother what happened with IDA.

Is this such a grave mistake that can not be rectified now? If so,we must not pay attention to it and if not we must fight against this injustice towards FCI Officers.

As per DPE guidelines, pay scales for Schedule A CPSE should start from E1 and end with E9.
For FCI scales start with E1 (presently Managers and earlier called Assistant Managers) but end with E8.
This is because the scales of Medical Officers and Selection Grade Managers (earlier called Senior Asst Managers) were fitted at non-standard E1A instead of E2 and all higher scales from AGM (then DM) onwards were fitted one level lower.
In CWC the scales start from E1 (Assistant Manager - copied from earlier designation fo FCI), E2 (Senior Assistant Manager - again copied from earlier designation fo FCI), E3 (AGM), E5 (DGM), E7 (GM) and so on.
DPE during last pay revision clarified that it would not permit any non-standard scales. The Ministry has already revised the scales of Medical Officers to E2. By that same precedence and logic, Selection Grade Manger would be E2 and AGM onwards would shift one level upward till ED at E9.

Pension was rejected by the Finance Ministry - on grounds of affordability.
The so called pay-upgradation proposal (actually it is pay equivalence proposal) was withdrawn from the FCI BoD as indicated above, so there is no question of any rejection from Ministry.

Pay scale upgradation seems a day dream,so it will be better if we forget it. 6 years have already been passed since the last pay revision in 2007. I would like to suggest the association to construct a foolproof plan so that during the next pay revision in 2017,our pay and perks will be at par with A listed PSUs.

sir will you please throw some light on "pay equivalence proposal" that Managers will get a pay scale of 20,600-46500 and further all pay scales will be upgraded to one higher level for every post by the end of this year (2013)/? There is a rumour spread that ministry has given a green signal for the same and may come in effect any time !

It is heard tat railway ASM,s are going to stage protest to raise their grade pay from 2800 to 4200 during the monsoon session.

In the proposed letter to ministry, appraising the genuine demand of FCI Employees, it seems that agenda of pay upgradation, is not included. it is really discouraging for the new entrants to FCI as well as, all the existing young recruits (after 1.01.2007) of the Corporation. Pay upgradation is the genuine and rightful demand of the Employees in view of the workload faced in current situation, where retirement in mass is taking place and workload is going to increase due to implementation of Food Security Bill.

we must fight for pay up gradation of scales. as it is beneficial for all the employees, who joined the Corporation after 1.01.2007, whether he is Cat I/II or Cat III/IV employee. Because, when the pay scale of manager will be upgraded to 20600/- from 16400/-, only than, the pay scale of AG I may be fight for, somewhere below 20600/- and further the scales of AG II and AG III. but if pay scale of manger is remain same, i.e. 16400/-, the initial pay scale of AG I, cannot cross 16400/-.
Therefor we all must be united for the achievement of pay up gradation before the next pay revision.
