    In IAS/IPS and other all India services which are termed as all India Services,a person who got his posting in his hometown spends his entire life right from the beginning as SDM/SDPO till Chief secretary level without going out of his state.
    In FCI a person has only one benefit in terms of his preferred/choice transfer is at his last two years of service.
    My question is what prevents FCI to follow the same pattern of POSTING in FCI as well which also carry all India Service liability,when we follow all other provisions of Central civil services in toto?

    in IAS/IPS a person is posted in a State, not town. Within the State he is transferred on regular intervals.
    also, in IAS/IPS, MOST persons DO NOT get posted to their home States. And such persons spend their entire life in a State far away from their home State with very little chance of returning back to their own State.

    Latest circular issued for the benefit the officers transferred to the North Eastern Zone and Regions. It is better if the same cicular issued by the Zonal Office (south) for the benefit of the Catogory II officers and Category III employees transferred to A&N Islands and Lakswadeep Islands. Can the officers at south zone may expcet the circular at the earliest.

    Any such policy would need the approval of Hqrs. The recent circular also has provision for other difficult areas.
    So a proposal from ZO(S) to Hqrs on that basis is the need of the day.

    TRANSFER POLICY Empty Transfer Policy from NE Zone

    Sir,
    As per Transfer Policy of FCI, one is to be transferred at his preferred place of posting after completion of one year tenure in NE zone, but in actual it is not being followed strictly. Due to this reason, officers are generally not ready to come in NE zone. Moreover, it is also seen in posting and transfer orders that transfer benefit is not given on back transfer from NE after completion of tenure and considering it as own request. If the policy is followed honestly, anyone will be ready to come in NE zone without fear. Is there any hope of improvement in this regard?
