Agitation for Allowances

Proposed Action Program of FCI Officers Association


A meeting was held on 6th May 2010 in the Chamber of Sri OP Dani to take stock of the reasons for delay in approval of allowances, Superannuation Benefits, Up-gradation of Scales and Performance related pay. As Association is under constant pressure from all the Officers for early payment of allowances and other benefits, there seems to be no alternative but to take up the matter in a better manner to put some pressure on the Management / Ministry. Following course of actions were also decided to pursue the matter to its logical conclusion –

1. Meeting C&MD along with delegation on 07.05.2010. [Due to non-availability of CMD, it was not possible to meet him].
2. General Body Meeting at all unit office including Headquarters and wearing black badges on 12.05.10.
3. The resolution duly passed should be submitted to C&MD and Ministry by 14.05.10.
The recognized union has also extended its support to the above cause.

1. We, the Officers of the FCI hereby call upon the Management of the FCI to immediately implement the proposal for allowances as approved by the Board of Directors and the proposal for which is lying with the Ministry for the last almost five months. This undue delay is causing heartburn and frustration among the officers who are feeling discriminated against as similar proposals have been implemented almost by the entire public sector already and even also for the staff of the FCI. It is beyond any comprehensible logic that when the benefits of enhanced perquisites can be provided to more than 32000 employees of the Corporation, why enhancement of the perquisites for the balance 4000 employees are being delayed and deferred time and again.
   
   
2. We also call upon the Management to immediately put in place the benefits of employer funded pension benefits and post retirement medical benefits which have already been agreed to by the Management in the MOU signed with the Cat III & IV Staff and which forms a part of the DPE Guidelines issued for the pay revision of IDA Executives.
   
   
3. We also call upon the Management to implement the pay scales of IDA Officers at par with those of CWC, BSNL etc when CDA pay scales in FCI and CWC / BSNL for such posts are same.
   
   
4. We also call upon the Management to immediately put in place the scheme for performance related pay.
   
   
5. We also resolve that in case of any further delay in the implementation of already agreed proposals, the Officers will be at liberty to take whatever possible steps which are required to be taken for achievement of legitimate goals and that FCI Management should not force the Officers on an agitation path.
