Excerpts from the mail of our friend Sh. K.C. Misra

For wage revision every member of Association is working hard, however there is little clarity on the issues affecting the revision. The minsitry is trying to get the copy of Cabinet note from DPE. Sri Tuli is trying to get the matter expediated at DPE level. He also met Ministry Officers who seems to be positive on the proposal and they are working on getting the proposal through. Mrs Seema Kakar is trying at her level.

Let us pray to God for early wage revision.

regarding IDA revision - Page 3 Empty Pay Revision w.e.f. 1.1.2007

    Post by akj2993 Wed Aug 19, 2009 1:13 pm

    Sir,

It appears that no efforts are being made by FCIOA since there is no result in case of FCI only. Many other PSU's have got done their pay revision and implemented also long back.
Now it is being presumed that FCIOA is left only on papers as there are no fruitful results.

Can there be any chance of pay revision and its implementation in near future and upto when one should wait?

    Please reply....

A message from the General Secretary Shri J.S. Tuli

The members of the association have every right to ask for details of the efforts being made by the Office-bearers. Yet we have to use discretion in reporting in whatever we do.

We have been meeting various authorities who we feel can help us. We have approached all those who matter and also those in the bureaucracy who can be helpful yet we can't and should not start reporting the daily routine starting from morning to evening. We are on the job trying to generate support. We have to keep faith and have patience.

Anyway thanks for your good suggestions.

    Dear Members,

An emergency meeting of the Members of National Executive Committee of FCI Officers Association based at Delhi was held during lunch hours in the chairmanship of Sri O P Dani, Sr Vice President on 26th Aug.
More than 35 office bearers and active members participated in the discussions. General Secretary apprised the members of present position about the wage revision proposal for the IDA Executives and asked for the views and suggestions from all those present. After a detailed discussion the following points were agreed to.

    1. To send telegrams to Prime Minister, Food Minister and CMD FCI to the said plight of IDA Executives in the Corporation and requesting them for early implementation of wage revision proposals.
    2. To hold General Body Meeting of Officers at FCI Hqrs on Monday i.e. 31.08.09 during lunch hours.
    3. To organize a delegation of Officers to the residence of Food Minister for presentation of the demand for early implementation of wage Revision.
    4. To ask members to explore all avenues, political and otherwise to put forth the demands of Officers to all concerned.
    5. To issue another reminder request letter to the Minister asking for grant of time for a meeting with the members of the Association.

It was also decided to review the impact of all these steps in the next few days to decide for the further course of action. It was further decided to involve the Media to ventilate the grievances of the Officers due to the delay in the implementation of wage revision and also to highlight the great role played by FCI for building huge buffer Stock of Food Grains, which is providing a ray of hope to the Govt of India to face the unprecedented draught which has hit the Country.

It is learn from reliable sources that the Ministry has finally taken the decision to forward the wage revision proposal of IDA executives (point-to-point fixation without up-gradation) to the Dept. of Expenditure.

As the financial burden of pay revision is met from subsidy, the approval of the Dept. of Expenditure is a mandatory requirement.

Although the demanded upgradation or pay parity has not been conceded to by the Ministry as reported,we can keep on insisting and fighting for it in due course of time. Nevertheless, the approval by the ministry is a welcome relief as of now. I would like to congratulate the Officers' Association for their relentless and progressive endeavour. We hope the Association will grow in strength in the days to come. All the best!

Expenditure Ministry has cleared the file. Orders for Wage revision of Executives are expected by end of this month.

The role of Sh. Anup Kumar General Manager (PE and P&IR) And Executive Director(Personnel) needs to be lauded who took it upon themselves to get the file cleared from Expenditure Ministry after submission of necessary clarifications. Sh. Amit Mehta Director FCI in the Ministry has also really been of great help.

The Association is grateful to all these Officers who helped us greatly.

The Association also want to convey sincere thanks to all for keeping patience and having faith in the Office bearers.

However, the struggle is not yet over. We will need to continue the efforts to get full 50% in allowances and full 30% in post retirement benefits. We will also need to keep up the efforts to try to get upgradation.

The orders of the Ministry has been received.

From the wage revision orders two important features are apparent -

    1. Upgradation as approved by the Board has not been accepted.
    2. Ministry has approved the Other allowances / perks as per the DPE guidelines, i.e. Allowances / perks as approved by the Board would be applicable.

So we need to continue the fight to get our due including upgradation.
