25% increment in Compensatory allow. for Cat I/II Officers as DA crossed 50%

As per Swamy’s Handbook, it is mentioned that all the compensatory allowances will increase by 25% when the DA crosses 50%.But there is no circular available for the CAT I/II officers of FCI on the same. However, the same increment are already been available to Cat III/IV employees. Please clarify if a 25% increase in the same is applicable or not for CatII & Cat I Officers.

For IDA, allowances are already linked as a percentage of Basic Pay and increases annually with increment.
For CDA, such provisions exist and fixed allowances already increased by 25% when CDA crossed 50%.

But Sir, CatIII/IV employees of FCI are also under IDA but the increment of 25% of Compensatory allowance such as Remote Area Allowance, Hill Area Allowance, Bad Climate etc. are already available to them. Please Clarify.

the IDA system for executives and Cat-III/IV are different. For executives it is defined by DPE orders. For Cat-III/IV it is negotiated organisation-wise between the Unions and the Management
