Posting of fresh appointee AM as Area Manager

Fresh recruited AGMs are posted as Area Managers during probation period.Even IAS/IPS/IRS/IFS are not posted as district heads during probation.IAS officer is posted as dy.commissioner/Collector etcafter 6 - 8 years service and after completion of probation period. Sh.Peeyush Tiwari recruited in 2012 was posted as Area Manager Bathinda in April 2012 and shifted to Assam etc.in Oct.2012 and onwards he is serving on same post at different locations in U.P.kerala .He belongs to Kanpur but had been transferred as Area Manager Moga( punjab) vide order no. 86 of Sept.2017 on his own request.He had been transferred 5 times in 5 years as Area manager at stretch.Can FCI post newly recruited on probation as Area officer during probation ii) can an officer belonging to Kanpur be posted on request to Panjab on his own request as Area Manager.His appointment letter and home town declaration for LTC can be ignored or there is no rule In FCI.ML GUPTA Retd Manager ( genl.)
