The retired FCI officers have to face lot of trouble in getting their rightful dues.I have retired as AGM(QC) Moga punjab on 31/07/2008.Iam yet to receive the following dues 1.arrears on account of pay fixation on grant of selection grades as Manager 2.arrears of grade pay diffrence between4600 and4200 (in CDA scales as Manager) 3.Payment of HPL encashment on superannuation 4.Payment of PLI for 2007~08 and2008~09 and 5.payment of enhansed gratuity (earlier paid 3.5lacs only).

Please furnish application to concerned authorities with copy to next higher authority along with copy of superannuation order.
4.Payment of PLI for 2007~08 and2008~09 and 5.payment of enhansed gratuity (earlier paid 3.5lacs only).
Final PLI for for 2007-08 & 2008-09 not yet declared. Retired employees are eligible for PLI for any year only when final PLI is declared. Applicable maximum Gratuity for FCI CDA employees as on date is 3.50 Lakhs only.

It is understood that FCI officers in IDA scales, are being paid enhanced gratuity on retirement.Has the GOI not sanctioned the gatuity enhancement to central govt employees so far?The FCIOA may please take up the issue with FCI management/GOI for enhansed gatuity for CDA officers in FCI

IDA officers are guided by DPE guidelines. DPE guidelines on pay revision has enhanced the gratuity to 10 lakhs. so IDA officers are now paid higher gratuity (though tax is payable on the difference as per present tax laws)
Central Govt employees and food transferees are guided by DoPT circular. as per sixth pay commission benefits issued by DoPT, they are also eligible for enhanced gratuity.
FCI CDA employees are guided by the Gratuity Act. till the Act is amended, they can not get enhanced gratuity. The amendment is pending in the parliament.
The FCI OA along with other PSU Associations was pursuing the issue with the Govt. The present proposal to amend the Act is a result of those efforts.
However, it is learn that some CDA employees of FCI has filed a court case in this regard. Hence it is very much possible that the Govt may take a stand that the matter is sub-judice and deny the benefits to FCI CDA employees even after the amendment of the Act.

This has been possible thanks to the efforts made by the officers' association of all PSUs through the NCOA, the joint force of officers associations of all PSU, in which our Working President, Mrs. Seema Kakar is also an important officer bearer.
The following would be the impact on FCI employees,
All CDA employees retiring from May 2010 onwards would be eligible for Gratuity upto a maximum of Rs.10 Lakhs

Thanks Admin for the update.Kindly consider CDA officers as your own family although they are in microscopic minority now in FCI. Officers in CDA, retired after 1/1/2006, needs to treated fairly by Deptt. of Public Enterprises, in the matter of enhansed gratuity( with a ceiling of Rs. 10 lacs).Hope the FCIOA will endevour to obtain positive results from GOI/FCI management

The association members are trying whatever they can. However, in view of the court cases filed by some of the retired CDA employees, our options are limited.

The management/Deptt. of public undertaking can be convinced that FCI officers in both IDA and CDA scales of pay are governed by DPE orders and withholding the enhanced gratuity to CDA optees was unjustfied in the first instant.This can be done with the support of NCOA.Moreover,what is the fault of those CDA officers who never thought of going to the court and are still being denied the enhanced gatuity on thair retirment(1/1/2006 onwards)?

DPE issues guidelines only for IDA employees and not for CDA employees. For CDA employees, DPE follows DoPT directives.

Aporos post no 4 by administrater,it was informed that the association is persuing the case of CDA employees retired between 1/1/2006 and 30/4/2010 with the appropriate athorities.Nothing has been heard in this regards even after a lapse more than a year. Would any helping hand please infom of any positive development on this issue of payment of enhansed gratuity with 10 lacs ceiling to affected CDA employees.Also what is the position in the case filed by someone in the court?

No development, either positive or negative has happened in the last year.

Finally,there is a good news for all of the affected employees.FCI has issued Circular no.WR/09/2011/15 dated30/9/2011 for shifting of employees from CDA TO IDA pattern wef their first promotion after 1/1/1989.
